Getting a scholarship to study medicine outside your own country is extremely difficult.
The best country to get a medical school scholarship is the country where you are a citizen.
Medical schools are not really responsible for educating the doctors of other countries. This is not financially feasible.
Medical school scholarships are rare to begin with. There is almost no chance scholarship funds would be given to a non-citizen.
For instance, in the US, you will first be required to take four years of undergraduate university (or college) education, including getting very high marks on science courses, and get a high overall GPA. You can "major" in anything you want to, as long as you take the required courses.
Medical schools in the US typically require the essential pre-medical science courses (with concurrent laboratory experience) to be completed at an accredited college or university.
