Since you did not state open circuit or a closed loop, If all three are in series, the effective emf is 2 times 1.5 volts, if and only if, there is no load. The effective resistance is the sum of all resistors in series. 0.5 * 0.5 * 5.0 = 6.0 ohms, independent of the load.
