What if i wanted to change the institution (kwara state polytechnic) to second or first...

What if i wanted to change the institution (kwara state polytechnic) to second or first but unfortunately service ruined it and i have paid, as i mean the money issued to it as been successful but institution didn't change.... So I am either on third or second now....
Should i still accept their post utme ❓?
