Please i want to confirm if al-,qalam do consider a candidate that put the institution as second choice in jamb pls?

Al-Qalam University, Katsina postutme
screening form/eligibility for the
2019/2020 academic session has not been
released yet,it would be released when
their the form is out.
but last year they accepted only candidates
that applied them as first choice, they did
not accept second choice.
Here is Al-Qalam University Post UTME
Eligibility for last year.
Candidates who choose the institution as
FIRST CHOICE During the 2018 UTME.
Candidates who scored 120 and above are
eligible to apply.
Candidates who did not choose the
institution as FIRST CHOICE but are willing to
be considered for admission are to effect a
Change of Institution and Choose AUK as
First Choice through the JAMB Portal

They has not yet released the eligibility and post utme form for 2019/2020 academic session.
But they only accept first choice last year, and it might probably be the same for this year.
Just keep on monitoring the news update of this website.
