Hello please I'm using awaiting result and I heard that Waec results will be out...

Hello please I'm using awaiting result and I heard that Waec results will be out in early August, or late July, please can I buy the form for the Post utme? Because many people said I can't because UI form is out and so I'm no longer eligible, and also I want to buy change of institution form to ui as well, I mean can I still go ahead And change institution now and buy the form? Then upload my awaiting result before the August 21? Please I need solid help quick quick, thanks?
