Hello, please I need to ask and get answer to this question ASAP.

A junior brother to my friend wants to register for jamb, but was now confused on how to go about the school selection. I told him that only1 University either Federal or State should be the 1st and 1 Polytechnic as 2nd choice,1 College of Education as the 3rd choice and 1 Innovative school of technology as the 4th(last) choice..... But he was confused with what people told him that 2 Universities which is 1 Federal University and followed by 1 state University and now Polytechnic is required for him to register...... pls, I need explanation on this!!!?
