please I'm using neco awaiting result and my jamb score is 163..though i want to...

please I'm using neco awaiting result and my jamb score is 163..though i want to do Change of institution and change polytechnic ibadan to 1st choice, And my course is Local Government studies.. please should i obtain dpp form or full time?, and again should i let neco result be out before i collect either dpp or full time form? or i can go and collect it now?
