It is true but it is starting this session not last year own. Besides being free education doesn't mean that you won't pay for other requirements like students id,acceptance fees, hostel,etc.

just like what school say, you won't pay school fees but you will pay for other things like hotel fee,acceptance fee,reg fee, etc.
