If someone did not choose this as his first institution and second can someone applied for their post utme exam?

Please don't do it.

You won't be given admission in the long run and it is wasting of money also.

Yes you can be given admission but first you have to change the institution to your first choice and you can do that by buying a change of institution form at any jamb office but the form is not yet on sale.
