SCHOOL: You said changing of course/institution is now available, that whom so ever is willing...

SCHOOL: You said changing of course/institution is now available, that whom so ever is willing to do change of course/institution can now apply, but later you now post that jamb said they will announce the cutoff mark for utme 2016/2017 on June, how are we going to know which school we are going to change to when the jamb have not release the cutoff mark pls help! Secondly i heard that during changing of institution that there is only preferred ones (i.e they have list some university there that you can only change to during that change of institution, which means if i decided to change to ABU on getting ther if it is not amoung the listed one as it was said by someone, those that means i can change to ABU for example, is that true, pls are you aware of that or can someone change to any of his/her choice as institution/course. pls help.)?
