Annul means to make invalid especially in a legal way. Terminate is to close.
So from dictionary context and your question it is proper to say that the contract was never under threat of bankruptcy that it should close, it was made useless. All hold and claim to wages for the contract were deleted. The contract was annulled even with the funds available.
