The memorandum, dated August 19, 2025, states that all forms of orchestration and involvement in "signing off" ceremonies are now completely and indefinitely banned from the university premises. This move is a direct response to what the university describes as "recurring incidents of chaos, violence and disruption of normal University activities."

According to the memo, unauthorized individuals on campus during these events pose a significant threat to the safety and security of students, staff, and the wider university community. The management has declared that any student found to be involved in or participating in the banned activities will face severe disciplinary measures, which could include rustication.

In a further warning, the university also stated that outsiders who enter the premises to participate in such activities will be arrested and prosecuted for disorderly conduct, which is considered a breach of peace. The university's management emphasized its commitment to providing a safe and secure environment for academic pursuits and will not tolerate actions that undermine this goal.
