The question stated which isn't true, right!
So we know that negative charge has excess electron and positive charge has a deficit of electron

so...the false fact about negative charge is Clearly B( has a deficit electron)

materials with exceess of electrons are Negatively charged (-ve)
while....
materials with deficit electrons are positively charged (+ve)
