the vernier scale is 16 cm, so 16/100 = 0.16 add the main scale + the vernier scale and that's is 4.0 + 0.16 = 4.16

0, 0.5, 1, 1.5, 2, 2.5, ...

Not 0, 1, 2, 3, 4.

From the diagram the main scale starts from 0.5 to 4.0 while the

vernier scale is 16
therefore vernier scale* msg accuracy
16 * 0.01 = 0.16
therefore we say
main scale + vernier scale = 4.66
