Assuming the two equal capacitance has 2uf each then
the effective capacitance in series is
1/c=1/2+1/2
=1+1\2
=2/2=1uf

Effective capacitance in parallel
Cp=C1+C2
=2+2
=4uf
The ratio of effective capacitance in series and parrallel
series=1
parrallel=4
Cs/Cp=1/4
=0.25

since they are equal

Effective capacitance in series is
C×C/C+C
= C²/2C

Effective capacitance in parallel is
C+C
=2C

Cs/Cp = (C²/2C)×1/2C
Cs/Cp = 1/4
= 0.25
