The answer is B not C
Cobalt, iron and nickel are basically permanent magnets
But soft iron isn't used because of it's short storage of current between magnets. So soft iron is a temporary magnet .
Steel is just an alloy of carbon and Iron.

But I think the most suitable option is B, cobalt.

cos steel also have high retensivity, which is also similar to cobalt.
