Micrometer screw guage is the answer.
Meter rule, vernier caliper and micrometer screw guage are used to measure length of an object. Vernier caliper measures length more accurately than meter rule and Micrometer screw guage measures length more accurately than vernier caliper. Therefore, the one that meaure most accurately is micrometer screw guage
vernier caliper can be used to measure both internal and external diameter of an object while micrometer screw guage can only be used to measure external diameter of a small object.
There are two operational words in the question; "external diameter" and "accurate".
These make micrometer screw guage the most suitable option

While the micrometer screw guage can measure the external diameter of a ball bearing,it cannot measure the external diameter of objects bigger in size like a text tube.
I suppose this limitation of m.screw guage is what makes venier caliper to be more efficient or accurate

Micrometer Screw gauge is the best answer because it is more accurate and It wasn't indicated that internal or external

Vernier Calipers: Best for measuring external diameters, internal diameters (using the top jaws), and depth of a tube
Micrometer Screw Gauge: Best for very small thickness (like a wire or a piece of paper)
