The answer is E look
From the reactance of a capacitor we have that
Xc = 1/2πfC
But since it is a D.C circuit where the
frequency is 0 we have
Xc = 1/2π×0×C = 1/0 = infinity
So the whole circuit has a very large resistance to a flow of current and thus acts as an open circuit.
When capacitor is connected in series with the resistor in a D.C circuit open circuit occur
