The error there is their unit. They said "rate", anything that has to do with rate is always per seconds, but in the question they wrote per kilograms and even did the same thing in the options which would then get you confused 😒.
The explanation is correct, rate = mass/time and mass = density* volume.

you dont just stick to one formula you should also know that physics is a combination of maths.
v=540cm3
t=5hours=5×60×60
density(p)=1000
converting cm3 to m3=540/100=5.4m3
1000×5.4/5×3600=0.3kg/s
we also know that rate is percentage(%) from your maths
0.3 ×100=30.0kg/s
