They are correct, resonance tube is a closed pipe
The overturn in closed system are progressively odd numbers unlike open system where they progress arithmetically.

Closed pipe
1st overturn = 3rd harmonic

2nd overturn = 5th harmonic

3rd overturn = 7th harmonic

4th overturn = 9th harmonic

The question was for the 3rd overturn
3rdO. = 7x280

3rdO. = 1960hz

But for open pipe it progresses arithmetically
1st Overturn = 2nd Harmonic

2nd overturn = 3rd harmonic
