You can solve it gradually by finding V.R first
which is

VR=diameter or radius of wheel /diameter or radius of axle

VR=40/8
VR=5

Then, u will find MA to get your effort
Eff= MA*100/VR

80= MA*100/5

cross multiply

100MA= 80*5
MA=400/100
MA= 4

MA=load/effort

4= 100/e
4e= 100
e=100/4

e=25N
