Jamb asked this question yesterday and I went for local action

The answer is local action which is caused by the presence if impurities on the zinc plate electrode hence preventing free flow of current which can be prevented my amalgamation ( coating with Mercury)

The correct answer is option is C. Local action occurs in primary cells when impurities in the zinc anode react with the electrolyte to produce hydrogen gas. This hydrogen gas also contributes to polarization. A hydrogen electrode is a type of electrode that is used in electrochemistry to generate or consume hydrogen gas.
