Ans:At low pressure and high voltage.

Gases can conduct electricity but they are considered insulators for most of the parts.Gas on its own can conduct electricity but it can be made to conduct electricity by subjecting it under LOW PRESSURE and HIGH VOLTAGE.Carbon is the only gas when solidified that can conduct electricity.
