T*V = 2 * D
4.95km = 4950m
T = (2 * D) / V only if the sound comes back to the position X (echo), but because the sound is heard at a town Y which is 4950m away, the sound didnt come back to position X..
so T = D/V
ie. T = 4950m/330ms^-1
T = 15s..
option D is correct.

The answer should be 15s , remember there is no reflection of sound here, it will be a 30s if it is to be heard at town X, but at town Y ,means before reflection
