To whom was this said?
This was said to Bepo by a passport officer in Ibadan after he paid an extra amount to expedite his passport renewal. The officer confirmed that the extra payment allowed Bepo to bypass the large crowd following the "normal channel." This can be found on page 52 of the novel.
