Personification happens when human qualities are given to non-human things. For example, saying “The wind whispered through the trees” is personification because the wind is described as if it can whisper.
In ‘under the world of tears’, no human action or trait is being given to anything. It’s just a way of saying someone is surrounded by sadness.

reason been that for metaphor, it compares two unrelated things without the use of like/as, as in smile.
