Personification happens when human qualities are given to non-human things. For example, saying “The wind whispered through the trees” is personification because the wind is described as if it can whisper.

In ‘under the world of tears’, no human action or trait is being given to anything. It’s just a way of saying someone is surrounded by sadness.

''world of tears'' is not personification
e.g the tree is waving----the wind is acting like a human
Now look at ''world of tears''
The world is not doing anything human.its just being described as full of tears
No human action=no personification

thw answer is metaphor sha
reason been that for metaphor, it compares two unrelated things without the use of like/as, as in smile.

but for personification, it uses human qualities to compare with inanimate.

u are talking about human don't u know that animals can still cry??
so oo the best option is metaphor
