The principle says, "left" is used for concrete noun and "forget" is used for abstract noun. Here, note is concerned which is concrete. So, "left" should be considered.

it is very correct to say "i forgot the story" not "i left the story" which will be a total murder of language.
But one can say "i left my pen"though it may not be intentional. not "i forgot my pen"

Left is most appropriate
You can only forgot abstract noun like something you can't see
Left is for something you can see, touch it feel.

A. forgot
It makes the most sense that the person in the sentence forgot their notes in the car, rather than intentionally leaving, dropping, or abandoning them.
