Actually it's a tricky question, typical of JAMB but if you look at it closely, I think you can deduce that the right answer to the question is option C.
Page 48 of the novels say " because Bepo had not been keen on relocating abroad, he did not bother to renew his passport duly"
This means that because he wasn't very interested or willing to travel abroad, he did not make efforts to renew that passport on time, he saw no need to renew the passport when he was supposed to.
However the question says 'RELUCTANT'. There's a difference between 'seeing the need to do something' and ' being reluctant to do something'.
The former implies he could have done it but just didn't see the need to, it doesn't implies reluctance. on the other hand, when you're reluctant to do something, you want to do it but you're being held back by several factors- reasonable or unreasonable.
Still in chapter ten, page 48, it states " INITIALLY, he weighed the possibility of calling a contact at the immigration office. Then COVID 19 set. This made renewal impossible. Even after the pandemic had lost it war against humanity, Bepo was not one of the first persons at the passport office. At a point he developed a phobia for renewal, having heard tales about new rules, hassles applicants were experiencing, and non availability of booklets"
Now, look at it from this angle, initially he wanted to renew it but he did not do so I time. Then the pandemic set in after which he did not still do it- why? because of the hassles he will face.
Then what next- he did not bother to do it again because as a matter of fact, he was not keen on relocating abroad.
With this order of sequence, I hope it clarifies the confusion. So option C directly answers the question unlike option D that is more broader.

The answer is option D. This can be found in the first paragraph of chapter 10 titled 'Passport Pains' on page 47 of the novel. The reason why he didn't renew his passport was because he wasn't keen to relocating anytime soon.

question 63 is not correct the answer is C not D but in the video I watched it was question 64 and it's the same question the woman teaching us said option C is the correct answer
