i beleive the option a is wrong. What he found was not a grammatical error but what he suspected it to be. Dont confuse both, if we are looking with what sounds more correct is still B because his feelings at that point was that he was not paying fr rubbish for his son so he thought the teacher was not teaching effectively. Option A sounds incorrect beacuse it was a suspesion and not the actuallity it all point downs to B

from my opinion I think the answer is supposed to be a because the teacher was actually correct so this means that he felt that he was not teaching effectively

I think the correct answer is (B) because he felt that he was not correct but as time goes on we found out that he was actually correct so the answer supposed to be (B) because he felt that he was not teaching effectively
