From what I observed the question was why people preferred migrating to UK .
Of which the ans is meant to be D bcos people preferred UK to other countries due to the accessibility of jobs.

The answer c is correct because me bepo called one of the former teacher in stardom that was outside the country and she said that her children is enjoying free health care and if you do not take them to the hospital on the date given to you, you would be held responsible

The explanation is accurate, but I think adding this line would make it less confusing.
‘Two factors convinced many who, ordinarily, would not want to relocate...’
(Also in page 16)

From the book, "Two major factors covinced many who, ordinarily, would not want to relocate......." (pg 16).
it didn't particularly say why most Nigerians travel abroad. this particular text is referring to those that originally aren't interested in "japa'ing". which, as we learnt from the book, were few. as in the case of Mr Bepo.
that's just my analysis though. prone to correction.

if you read the novel properly, you see what was more emphasized. It's not just about general knowledge, it's about what was in the novel

Free health care is way more different from free education. Isn't that obvious?
It's confusing.
