The word "may" does not in any way suggest prohibition it suggest probability thereby making option B the correct answer to this question.

The selected answer is wrong:

it did not say that they are not to pick at all (prohibited) it said that they MAY not pick which means they may not wish to pick and they may pick if they want to.
