Grammatically, options B and C are correct answers to the question tag. They both do not fly in the face of question tag rule. The rule is to not use "yes" to pass a negative idea and vice versa. For instance, it's wrong to say "yes, it wasn't" or "no, it was".
However, in this context, the question of appropriateness bothers on agreement. From the sentence, the speaker makes it clear that the movie wasn't fantastic. To agree with the speaker, therefore, we must choose the option that echoes their opinion. But if option B was not in sight, for example, option C would have been the flawless answer as it is grammarly correct.
