The answer is C because the rule of emphatic stress states that the option without the capitalised word is usually the answer. Option C does not contain the capitalised word. Again, if you are asked the question on option C, you will answer by stressing the capitalised word in the question. Let me add that the answer is almost the opposite the capitalised.
