C : we wouldnt have to is the correct answer, cause it reflect the hypothetical outcome of not needing to postpone the concert "if it hadn't rain".
while
D: we didnt have to is a wrong answer, cause it doesnt reflect the hypothetical outcome of the first part of the sentence made "if it hadn't rain".
