We need a verb form that makes sense with "won’t go" and shows that the person already watched the movie.
A. seeing – Nah, this one is present continuous. Totally wrong here. 
B. have seen – YESSS! This is present perfect. It means “I have already watched it” — and that’s why you’re not going again. 
C. seen – Nah, this needs a helper verb like “have” to work. 
D. had seen – That’s past perfect, used when talking about two past events. But here, we’re mixing present (won’t go) with past.
