D is the correct answer..rule of concord,when "who"is used a plural verb follow I.e were,was is singular.and later followed a singular anomalous verb

u guys will never listen to correction d answer is D. cause WHO here is not referring to one person but d rioters so therefore d rioters were arrested. but ONLY "ONE" was realised.dat it no more confusion on dat aspect

According to the rules of concord, when a relative pronoun (who, whose, which, whom, and that) is used in a sentence,

the question says one of d rioters and that is singular,so d answer is correct.

The correct option is "D" the auxiliary verb "were" should go with "rioters" and the anomalous verb "has" should go with the one rioter that was released
I have forgotten the rule but the answer is D. the one was not the only one arrested but the only one released so one of those that were arrested was released. myschool take note

Note: "ONE OF THE", NOT, "ALL OF THE" the presence of that word "one" has automatically changed d otherwise plural sentence to singular
