The word "thimble" does not have the same consonant sound as the word "rubber". The word "thimble" has a "th" sound which is not present in the word "rubber". While the word "plumber" has the same consonant sound of /r/ and /b/ as "rubber". "Thimble" and "rubber" are not the same sounds.
