Thanks for your contributions. I just realized that there is a mix-up in the explanation video as regards the word "refuse". I sincerely apologize for the discrepancy.
Here is a better explanation.
The word 'refuse' can be said to have two meanings:
i) refuse /rɪˈfjuːz/ - (verb) show unwillingness towards; decline
ii) refuse /'refju:s/- (noun) matter thrown away as worthless; rubbish.
Notice that the second meaning has a different pronunciation compared to the first meaning. The question does not specify if it is a noun or a verb and this could be a test of reasoning and your knowledge of homographs (words with the same spelling but different pronunciations). However, It can be implied that 'refuse' in the question above is the second meaning, since 'phones' has just one pronunciation which is /fəʊnz/. Therefore, the best answer to the question is option D (phones).
