Yes guys, its D because there has to be an agreement between the verbs to give out what we called concord....has/have, are present tense while HAD is a past tense which should agree with DECAYED...so its correct.

had long decayed is correct because . had is d past of both has and have. has is singular. have is plural. NOTE that had was used so decayed also must be used not decay.
