Actually, option A, "CIR-cum-stan-ces," does not have the correct stress pattern for the word "circumstances." The correct stress pattern is cir-cum-STAN-ces, which is option C.

The correct answer is indeed A(CIRcumstances). One thing to note about stress rules is that they don't apply to every word. The best determiner of stress is the dictionary.

please a thorough research should be made to this answer cos what @myschool Angela is saying is a different thing which is only applicable to two syllabic or Disyllabic words not for every word.
