The answer is were not was because the word "was" is like referring to one person if it was used but the question made mention of all the counsellor and the chairman so the correct answer is were

obeying the rule of concord
the most legit answer should be was
the word chairman is one person
the councelors should be neglected

The question is from concord accompaniment rule so the answer ought to be D not E .because the rule says anything after the subject which is chairman is irrelevant

I picked option E which has the correct answer which is were but it was put as my failed question making unsure of my self

The answer is was cuz the main person talked about here is the chairman which is one person,,, Any other thing after with should not be considered

they said it themselves that the correct answer is 'were' but the option they said is 'D'... meaning its just an error from them

I chosed the correct option which is 'were' but you failed it for me, you said the correct answer is was but in your explanation he later concluded to 'were'please make adjustments there is an error in the option chosen
