Someone or something that is instrumental in a process or event helps to make it happen. The Senator was instrumental in the release of some of the hostages. Instrumental music is performed by instruments and not by voices.

The correct answer is E. in not Bto Why “in”?
Because “instrumental in” is a fixed expression in English meaning a key factor in causing something.

Instrumental in + result.

Those other prepositions (upon, to, with, on) don’t carry the meaning of causing the result.
