The question says 'same consonant sound', not same vowel sound.
The answer should be quiet, in which the q is transcribed as 'kw'
The w is the same consonant sound as in 'was'.

Quiet is /kwaiet/ and was is /wcz/ so therefore, it is option C and nothing else [same consonant sound]

The selected answer is wrong:
'rowdy' does not have the consonant 'w'.. 'Quiet' does.
