The question is wrongly composed:
i chosed the correct option but it was marked that i missed it and when i checked it in the explanations i discovered i was correct

There have been "plural
And it is use for a continuous sentence like this
These six employees have been absent
Meaning they are still absent up till date
And this is a reported speech
I stand to be corrected
