The answer is "set about" because it means'commenced' or 'started' and the sentence "...when I came".
The sentence can also be restructure like this:"when I came, she started(SET ABOUT) prepring lunch(for me)
set ON cannot be used in this context cuz It means to attack somebody violently
Set AT means almost the same as SET ON
set for is totally out
