From my on perspective, i think d answer is option C. This is because d verb ARRIVE used in d sentence is in present tense and in term of d future(by d time), then i think it should go with d future also.
Like..By d time they arrive (or when they arrive), we will finish d work.

Saying we shall have finish is very wrong please
By the time they arrive, we will finish the work is the correct answer
