A is definitely correct. For "neither...nor" statements, we employ a proximity rule to ensure subject-verb agreement. In particular, the verb takes on the form of the subject closest to it and thus, we would say "Neither Adam nor the twins are happy" and also "Neither the twins nor Adam is happy".
