This is different from when you say, 'The President AND his members of cabinet...' The latter is only when it takes ARE

From my knowledge of concord.......
"with the members of his cabinet" is just an additional information we are less concerned with take note of the word "with" when used❗❗❗ its only the noun before "with" that counts "the president" is a singular noun so it will go with a plural verb "is"
