Myschool this answer is wrong. 'The President, with members of his cabinet' is a singular subject. They are grouped as one. The verb is to go with IS. The answer is D
This is different from when you say, 'The President AND his members of cabinet...' The latter is only when it takes ARE

The real answer is D cause they re talkin about two or more people and not only d president so Correct your Mistake.....

"with the members of his cabinet" is just an additional information we are less concerned with take note of the word "with" when used

its only the noun before "with" that counts "the president" is a singular noun so it will go with a plural verb "is"

The correct sentence would be:
"The President, with his members of the cabinet, *is* visiting our establishment this afternoon."
The singular subject "President" determines the verb form "is".
