It can neva be A. The correct answer is C. There were 20 candidates. The same way U would say. There is only one candidate. The difference between both is plural/past tense and Singular/present tense

Owk guys let's assume we had just one candidate. Would U say "He was one candidate for the job?" Of course not. U would say "There was one candidate for the job"

Why 'there were'? It's meant to be 'they were' because it talking abt people and not places and things. Gosh!!! Unbelieveable.... Mtchewww......
